Situation as of 24 August 2026
The Kit Consulting is not open again for the time being. The programme’s only call closed on 31 March 2025 and Red.es has not published a new one or announced a date.
What has changed is the rules: since January, Order TDF/38/2026 (BOE-A-2026-2069) requires the money left unspent to be reinvested in the programme itself. That leaves the door unlocked, but it has not opened it yet.If you have got this far you have probably seen headlines announcing that the Kit Consulting is back. Almost all of them start from a real fact —a change published in the BOE in January— but tell it badly: they treat an application window that does not yet exist as open.
Amending a programme’s terms and calling for grant applications are two different things, and they do not happen at the same time. Here we tell you what exactly changed, what is still undecided and what you should have ready so you can apply for the voucher on day one, if it does finally open.
What really changed with Order TDF/38/2026
On 28 January 2026 Order TDF/38/2026 of 26 January was published in the BOE, amending Order TDF/436/2024 governing the programme. It introduces two fundamental changes.
The programme no longer has a fixed expiry date. Until now the grants were tied to a specific time horizon. The new wording establishes that the provisions of the order will apply to grants called from its entry into force and until the funds of the Kit Consulting Programme are fully used up. The criterion becomes budgetary, not calendar-based.
The remaining funds stay within the programme. The order requires Red.es to reinvest any unspent budget in the Kit Consulting itself, even after 2026. Put another way: the money that was not spent in the previous call —through waivers, withdrawals, vouchers that expired unredeemed or services that were not justified— does not disappear from the programme.
These two changes together do something important: they leave the legal framework ready for new calls to be published without having to amend the rules again. That is exactly what has happened, no more and no less.
Why an amendment to the terms is not a call for applications
It is the distinction being overlooked in most publications, and it is worth understanding because it determines whether you can do something today or not.
Governing terms establish the programme’s general framework: what it is, who it is aimed at, what can be funded and under what rules. A call is the administrative act that actually opens an application window, with its specific budget, its beneficiaries, its start and end dates and its procedure.
Order TDF/38/2026 is the first of these. The second is still missing. Until a call is published with its own funding and its own window, there is no application to submit. Any website announcing an opening date without linking to an official publication in the BOE, the Red.es electronic office or the National Grants Database is giving a forecast, not a fact.
A reminder: what the Kit Consulting is and how much the grants are
The Kit Consulting is a grant programme of the Spanish Government managed by Red.es, funded with NextGenerationEU funds and endowed with 300 million euros. It is aimed at SMEs with between 10 and fewer than 250 employees.
Unlike the Kit Digital, which funds the rollout of technology solutions, the Kit Consulting funds advice. The result is not a tool installed, but a diagnosis, a plan and a roadmap drawn up by an accredited digital adviser.
The voucher amounts under the terms in force are:
| Average headcount | Voucher amount | Services covered |
| From 10 to fewer than 50 employees | 12.000 € | 2 categories |
| From 50 to fewer than 100 employees | 18.000 € | 3 categories |
| From 100 to fewer than 250 employees | 24.000 € | 4 categories |
The equivalence between the amount and the number of services is explained by the fact that each catalogue category comes with 100 hours and an amount of €6,000, regardless of the segment. That is why the €12,000 voucher lets you hire two categories, the €18,000 one three and the €24,000 one four.
The voucher works as a right to payment: the company neither receives the money nor fronts it. Red.es pays the digital adviser directly once the service has been provided and justified.
The catalogue categories
The official catalogue is made up of ten categories of advisory services:
- Artificial Intelligence
- Data Analysis (basic)
- Data Analysis (advanced)
- Digital Sales
- Business Strategy and Performance
- Business or Production Processes
- Cybersecurity (basic)
- Cybersecurity (advanced)
- Cybersecurity (certification readiness)
- 360º Digital Transformation
At Proment Consulting we are accredited as Agents of Change in all these categories except Cybersecurity (certification readiness).
Note: the amounts and the catalogue correspond to the terms currently in force. A new call will confirm its own when published.
The previous call: dates and current situation
The Kit Consulting has so far had a single call for applications, which opened the application window on 18 June 2024 and closed definitively on 31 March 2025, after two extensions.
Since then the programme has been in its delivery and justification phase: the beneficiary companies are completing their services with the digital advisers selected and Red.es is still processing files. The fact that the programme is still alive administratively does not mean it is open to new applications.
What is still undefined
It is worth being clear about what is not known, because that is where the most noise is:
- Whether there will be a new general call or whether the remaining funds will go solely to dealing with files already submitted that were left out because the funding ran out.
- When. No date has been published in any official source.
- How much funding there will be. The figure for the remaining funds has not been made public. It cannot be calculated rigorously from the available data, because the budget allocated, what has been awarded, what has been paid, what has been justified and what has finally been spent are not the same thing. Any article giving you a specific figure for “funds available” is estimating it.
- Which segments and on what terms. A new call may keep or change the previous criteria.
What does set the pace is the European calendar. The programme is funded with NextGenerationEU funds subject to Recovery Plan delivery milestones, and that time pressure is real. It does not amount to an opening date, but it explains why the Ministry has prepared the regulatory framework so it can act quickly.
The four grounds for refusal we have come across most
This is where we want to add something that is not in the BOE. As Kit Consulting Agents of Change and Kit Digital Digitizing Agents since both programmes began, we file applications on our clients’ behalf as voluntary representatives. That position has given us a concrete view of why a file falls through.
1. The declared segment is not the right one
It is by far the most common problem. The company states the segment it thinks it falls into based on its current headcount, but the figure that counts for the Administration is the average headcount calculated under the programme’s criteria, not the number of workers today. A small difference is enough to fall into another band, and in the Kit Consulting that directly changes the voucher amount.
How we solve it: before submitting anything, we always ask for the average workforce certificate from the General Treasury of the Social Security. It is the real figure and the only one that avoids this surprise. It is a quick procedure and saves a problem that arrives late and badly.
2. Undeclared associated or linked companies
The headcount and turnover calculation is not done on the applicant company alone: the figures of associated or linked companies must be added under the European definition of an SME. We have come across cases of companies that exceeded their segment’s limits —or even the 250-employee threshold— once their holdings were added in, and who were not aware of it.
This case has on several occasions forced the submission of a correction, simply because the existence of the group had not been mentioned to us in the first conversation. It is information worth putting on the table from the outset.
3. Debts with the Administration
Being up to date with tax and Social Security obligations is a requirement. In our experience there have been few such cases, but it is a two-minute check that avoids a certain refusal.
4. The voluntary representation document not filed
For us to be able to submit the application on the company’s behalf we need a voluntary representation document formalized beforehand. It is not complicated, but is a prior step, not a simultaneous one. If the call opens and that paperwork is not done, days are lost. And in programmes where grants are awarded in order of arrival until the budget runs out, days matter.
What you can do today
There is no need to wait for a call to be published to start. In fact, it is quite the opposite: what you prepare now is what lets you apply quickly afterwards.
- Apply to the TGSS for the average headcount certificate. You will know for certain which segment you are in and which voucher you would be entitled to.
- Review your company structure. If you hold stakes in other companies or there are shareholders in common, check how it affects the SME calculation before the Administration does.
- Check that you are up to date with the Tax Agency and Social Security, and that your tax registration is up to date.
- Get the voluntary representation document formalized if you are going to delegate the paperwork.
- Decide which categories interest you. With two, three or four services available depending on the segment, it is worth arriving with the decision made and not improvising it once the window is open.
- Register your company with Acelera Pyme and complete the digital self-assessment test.
One more piece of advice: do not sign hiring commitments conditional on a grant that does not yet exist. If someone offers to “secure” your voucher or gives you an opening date they cannot link to an official source, be wary.
How to check it yourself
If you want to check the programme’s status without relying on third parties, these are the only three sources that count:
- BOE — where the terms and the calls are published.
- Red.es electronic office — where the windows open and applications are submitted.
- National Grants Database — where every call for public grants is recorded.
If a call does not appear in any of the three, it does not exist.
Frequently asked questions
Can the Kit Consulting be applied for right now?
No. The programme’s only call closed on 31 March 2025 and no new one has been published.
Will the Kit Consulting reopen?
Order TDF/38/2026 allows the unspent funds to be reinvested and enables new calls until the funds run out. It is a legal framework that makes it possible, but not a confirmation that it will happen or when.
How much money is left in the Kit Consulting?
There is no official figure published. The programme’s overall budget is 300 million euros, but the specific amount left available for any new call has not been announced.
My company has fewer than 10 employees. Can I apply?
No. The Kit Consulting is limited to SMEs with 10 to fewer than 250 employees. For smaller companies, the reference programme is the Kit Digital.
Is the Kit Consulting compatible with the Kit Digital?
Yes, they are complementary programmes: one funds the advice and the other the rollout. The logical thing is to define the roadmap first and then carry it out.
How do I know which segment my company is in?
By the average headcount under the programme’s criteria, not by the current number of employees. The reliable figure is the Social Security average headcount certificate.
In short
2026 has brought a real regulatory change for the Kit Consulting: the programme is no longer tied to a closing date and the unspent funds must be reinvested in it. That opens the door to new action.
What does not yet exist is a call. Without one there is no window, no allocated budget and nothing to apply for. We prefer to put it that way, even if it is less eye-catching than announcing a return with a date.
In the meantime, the advantage lies not in waiting better informed, but in arriving prepared. Companies that have their headcount certificate sorted, their company structure reviewed, their representation formalized and a decision on what advice they need will be able to apply as soon as the window opens. Those that start that day will be behind.
Do you want to be ready when the Kit Consulting call is published?
At Proment Consulting we are Kit Consulting Agents of Change and Kit Digital Digitizing Agents since both programmes began, and we work throughout Spain. We file the application as voluntary representatives, so the company does not have to deal with the procedure.
We can help you check your real segment, review whether your company structure affects the calculation, get the preliminary documentation ready and define which advisory categories fit what your business needs.
